What is ACCESS ?
The Australian Community Development and Civil Society Strengthening Scheme (ACCESS) is an initiative of the Australian Government and Indonesian through the Australian Agency for International Development (AusAID).
ACCESS has been operating since 2002, with the second Phase commencing in May 2008 for a five-year period.
ACCESS Phase II builds on the successes of ACCESS Phase I and emphasises the importance of building demand for better governance and building the capacity of local communities and civil society organisations.

Background
In 1999, Indonesia became a democracy state once again - a year after Soeharto authoritation regime in 1998. Its new democratic governance was followed by the decentralization of goverment to the distric level.
By 2000, had become a new hope for the acceleration of people's welfare. Development that met people's basic needs and quality publice services became notions that were within reach and more engaging than before.
